What is a consulate?
Many people beleive that a consulate is synonymous with an embassy. This isn't exactly the case. A consulate is like a mini-embassy. It is generally located in a busy community, and takes care of minor diplomatic tasks such as issuing visas and taking care of citizens who are abroad. The word consulate literally means "office of the consul": a diplomat appointed to foster trade and good relations. Embassies are larger and more complex. The word embassy comes from the French ambassy, or "office of the ambassador". Ambassadors are high-ranking diplomatic representatives who serve as spokespersons for their national governments. If one governments recognizes the sovereignty of another, they generally establish an embassy there. Embassies take care of the same administrative duties as consulates, but they also represent their governments abroad.

The choice of establishing an embassy versus a consulate in foreign territory can say something about the relationship a government wishes to maintain with another. For instance, the pre-Dominion Cardassian Union did not establish an embassy on Earth, nor the Federation on Cardassia. However, each government had a consulate in their counterpart's nearby territory, respectively.

The Tholian Assembly is quite happy to maintain friendly relations with all of its neighbors. However, Tholians prefer to keep themselves at arms length from most other species. This is the reason which the Tholians have chosen not to maintain a ful embassy at Outpost 10F. It is important to respect the privacy of the Tholian nature when dealing with these people.
